Are Dating Sites misleading the Public?

Why are Dating Sites allowed to advertise as Free?.When clearly they are not.Yea they will let you seen up but want any contact you have to pay membership.If a date was made then they would be ok to ask for a payment but paying for something one has not got is False&should be against the Law. Whats your take on this Guys?.
