Steam Problems!!! please help PLEASE!?

k so wen i try to get into the steam store or anything other then the steam libary it says "Failed to load web page (unknown error).-118", steam has been doing this to my computer and all my computers around the whole house for a year now!, ive asked for help twice now and all people are saying its an error that happens wen u try to load somthing, I dont friggen care!, all i want to no is how do i fix it?!?! (ive re-installed steam so many times i dont no how many ive done it, ive re formatted my computer but still nothing!). i really want the steam store working alot now becuz of the free free game Team Fortress 2 there giving out but i cant get it without going into the store
