Where can I report cell phone abuse in Philippines?

I hate receiving txt messages about whatever blahblah. The last one I received was about a scandal and to visit their website whatever. Where can I report or send their numbers? when I search on the internet what comes out are report agencies on another country. gah nakakairita ang mga walang magawa sa buhay kundi panloloko sa tao
